If money is no object, the Werlatone series of dual directional couplers are
very good.

I am using the C5425 50 dB 1200 W coupler in a transmitter spectral purity 
test setup and am quite pleased.

The flatness in the 5-150 MHz range is in the +/- 0.2 dB region, and the 
mid-band 
coupling accuracy about what could be reliably measured using a Rohde&Schwarz 
VNA, 
in the order of 0.5 dB. The directivity is better than spec, about 30 dB 
mid-band.

Werlatone model C10568 fits your requirements; 30 dB coupling, flat (+/- 0.5
dB) over 1.5 through 32 MHz, 1500 Watts CW, and a directivity of 25 dB. You
won't like the price, but this model shows that a coupler could be crafted
by a hobbyist with the proper design. It's dual directional too, so you
could obtain a VSWR measurement if you wanted it.

will do. Accuracy is not important but
