Sweepstakes pin

I operated QRP in the 1991 SS CW contest.  I did pretty well, and
missed only KP4 for a clean sweep (rats!!)

Anyway, I received a nice pin from ARRL yesterday in the mail
saying "1991 Sweepstakes CW."  I don't recall what this was for:
did everyone get one that sent in a log?  Only those making over
200 QSOs?  Did they decide all but one section on QRP was close
enough to clean sweep?
