24 Hour test

In addition, it must be clear that any 24 hr award/plaque is subservient to
the 48 hr categories. If the 24 hr category is seen to be on equal footing
with the 48 hr version then this would be a disinsentive to work 48 hrs, thus
diminishing competition for that award.

I would vote yea for a 24 hr. contiguous category with power sub-categories.
