[CQ-Contest] Vanity Updates and new FCC Phone Number

As of today  The FCC was processing applications up to August 7th.  This
includes all gates that are open.

They have a new phone number as well.  1-888-Callfcc or 1-888-225-5322.
They have added some new features like checking the expiration date, new
calls and some other things.
