There are all sorts of folks out there.  The biggest local SS
spotter, K8ZHU, did not submit an SS entry.  He last logon to the
Cluster was at 2347z, November 2, 1997.
 
But maybe it's just something in the November air in Cleveland. 
Hell, one local guy even drives around to operate five different
stations in CW SS!   :-)>  
 
But there is a bigger problem (than some little guys using
packet) lurking in the rules for the coming SS.  The ARRL Stealth
Rules Changes, aka General Rules for (All ARRL Contests, ARRL
Contests on bands below 30 MHz, and/or ARRL Contests on bands
above 50 MHz; see December 1997 QST) has a big surprise for 
November, unless addressed specifically in the SS rules.  Given
the amount of thought put into writing these Stealth Rules, I'm
not optimistic.
 
The most recent SS rules (October 1997 QST) provides for only
three categories: Single operator, Multi-Single, and QRP Single
Operator.  The General Rules for Contests below 30 MHz specifies
that Multi-Single is limited to six band changes per hour. 
Therefore, barring a new specific rule to the contrary:
 
     ANYONE WHO USES PACKET IN SS (OR ANY MULTI-OPS) WILL BE
     LIMITED TO SIX BAND CHANGES PER HOUR!
 
The General Rules specify that violations of the six per hour
rule will be reclassified  to Multi-Multi.  However, since there
is no Multi-Multi in SS, it appears to me that disqualification
would be the only option!
 
How do you think that will play, either with the single op guy
who uses packet, or with the normal multi-op entry?
 
Any CAC or ARRL guys out there know what is intended for the SS
rules?
