[CQ-Contest] Re: novice bands in 10m test

On a vaguely related subject..  Why are only U.S. Novices good for 8
points?  Other countries (Argentina, U.K., Spain among others) have a
Novice license as well.  Surprisingly I didn't work any UK Novices this
time, but did work at least two in Spain.
