[CQ-Contest] CQ Contests

Whether CQ is expanding coverage or contracting coverage is a matter of
semantics. Assuming what has been posted is true, if I only subscribed to CQ
I would think it was contracting. If I subscribed to CQ and CQ Contest, I
might think it was expanding, except I would have to look in two places to
get the same info.
