[CQ-Contest] W/VEs spotting W/VEs

To all my friends who have been spotting me unsolicited on the clusters
during contests, from now on, please give me a landline before doing so I
can verify that it is okay. Besides, you keep my rate too high and I can't
scan for mults with the other VFO.
