[CQ-Contest] Unsportsmanlike reaction

I was about to give Barry the attaboy, but then I realized as others have
how many times a competitor will favor one region to the specific exclusion
of another like Tree was saying.

A French station not working Americans is not interested in maximizing his
score.  But then people get into contests for a lot of reasons besides a
high score.
