[CQ-Contest] VT QSO Party

Do I understand the VT QSO Party rules correctly, in that NON-VT stations count 
VT counties + NH counties + ME counties as mults ? And therefore I assume that 
NON-VT stations only contact stations in VT, NH and ME  ?

The rules are a little fuzzy...Or maybe I'm fuzzy...The "scoring" section of 
the rules conflicts a little with the "exchange" section of the rules...
