[CQ-Contest] Realtime scoring for ARRL 160.

I've made some updates to http://scoreboard.oqp.us to support the ARRL 160.
 For N1MM users please checkout the updated instructions.  For everybody
else you can use the on-line method to enter a score.  

I'll fix-up the TLF script tomorrow.  

After all, you have to have something to do at 4am to keep yourself awake.
