I´m not too familiar with the US buro service. But I wonder about the
possible problem in answering foreign (not domestic) QSL cards via the
buro. I can´t imagine it as a money problem comparing the prices of
contest equipment with paper and printing prices. Too time consuming?
But nobody sending a card via the buro expects an answer in three
months. So even the additional delay with piling-up the cards for the
once-in-a-year-action won´t bother many.
Exchanging QSLs for me still is a friendly habit between hams adding
especially the quick contest qsos a little personal note afterwards. But
maybe I´m getting old hamwise and have to be blamed as "dumb card
collector" not understanding that only new ones are worth a card.
