[CQ-Contest] Dumb and Dumber Cut Numbers

Some other cut numbers that bothered me during the weekend.  Cut numbers for
400.  If you send UTT as a cut number and I (or your amp) miss that first
dit, it sounds like the more common ATT or 100.  Why not send 4TT or 4oo or
400???
