KY1V: If we wish to discuss elimination of cheating, let's talk about
eliminating the cheaters, not every potential methods of cheating.

Encouraging steps were made at last WRTC, open logs, IARU adjudication.

I was collateral damage operating WPX RTTY for 36 hours and allowing WWYC in
SCC.

I am sure there are much better "cheating" examples at Jamaica or
neighboring islands.
