Well having the same issues with call signs, (K8FC living in Colorado) what
I did for CO QSO party was to sign "K8FC/FRE" on cw. I did not operate SSB
so have no personal experience. But when I called CQ I always signed the CQ
COQP with K8FC/FRE or K8FC/CUS because I took to the airwaves from my truck
in Custer county as well as my home county of Fremont. When I entered my
score I made to entries, one for Fremont and one for Custer with just my
call K8FC. That is the way it worked for me here in CO Matt.

If I were activating a county under this circumstance, on phone I would
periodically say "NØQXW in Garfield County Montana". And on CW I would sign
NØQXW/MT periodically, or maybe even NØQXW/MTGAR.
As a "QSO Hunter" I know I would tune past a zero calling CW if there were
no indication about a 7-Land QTH. The cluster spots will most likely
identify you in MT, which should help. But many people will not be using the
cluster so I wouldn't rely on that.
