Instead of trying to explain, I'll instead ask another  dumb 
question and maybe kill 2 birds with one stone.

Is there a list of approved "networks" for Assisted, M/S and 
M/M or would a telnet connection to a "network" of some sort 
in Europe with some packet input from DX Summit and a remote 
receiver with Skimmer/Code Reader be allowed under your idea 
of what the rules should be?
