Here are the release notes:

11 November 2008 (CTY-1813)

    * Removed the VERSION entity - it broke some software.

    * For Win-Test, removed duplicate UA8, UA9 etc. prefixes from
      wl_cty_mod.dat (so they get the correct distance/bearing)

    * For Win-Test, removed duplicate prefixes VO1, VO2, VY0, VY1 and
      VY2 from wl_cty_mod.dat (so they get the correct distance/bearing)
