Part 97 is fairly clear about this!

Sec. 97.105 Control operator duties.
(a) The control operator must ensure the immediate proper operation of
the station, regardless of the type of control.
(b) A station may only be operated in the manner and to the extent
permitted by the privileges authorized for the class of operator license
held by the control operator.
So, based on 97.105(b), if a station has a control operator with Extra
class privileges, anyone with an amateur licence is allowed to operate
on the Extra class segments even if the operator does not hold an Extra
class licence (it's the _control_ operators privileges that count, not
the operators privileges).
