Regarding /ROK versus other possibilities...FCC rules prohibit using self-assigned identifiers that are prefixes from other countries. That means no /R and no /RR and no /RK or any other two-letter combination you can think of beginning with R - they're all potential Russian prefixes. There are a very few, very obscure non-allocated prefixes, but they would be far more confusing than ROK.
