[CQ-Contest] Russian DX Contest cracking down cheating?

You can do absolutely nothing against those who use hundreds of watts 
-if not kilowatts

and they choose low power -or even QRP in their Cabrillo log.

We have a station in town who is doing so for many years but we can not 
do anything against his "sportstmanship"!
