[CQ-Contest] cut numbers

I believe this is getting ridicullus.
First time I heard some send AE for 15.....
Well the guy lost the time he would have won, had to ask three times for 
a repeat before he sended 15.
Considering to forbid cut numbers in the contests I manage ......
