Because the operator is too dumb to realize he is hurting other people who 
do not use packet, this sounds like a case where the contest rules committee 
should make a simple change.
Of course if someone spotted him as a busted call, then it would hurt the 
non-ID operator and the packet users. It would also point out who is 
actually using packet to get callsigns, but mostly it is unfair to people 
who actually want to make a real callsign copy.
It almost seems silly to not have a universal rule about ID.
