[CQ-Contest] Free contest logger TR4W release announcement

The development team for TR4W would like to announce a new build for TR4W
(4.31)
TR4W is the TRlog product developed by N6TR and adapted for Windows by
UA4WLI.

It runs on either Win32 or Linux with high performance and a small
footprint, all while supporting over 140 contests.
Special attention is given to SO2R.
