[CQ-Contest] Problem with IARU Logs Received Webpage

Hello from WRTC site 8.  We have had reports that the logs received page for 
the IARU contest is not being populated. I've been told that logs are arriving 
and I will check on the problem with the page first thing tomorrow morning.
