[CQ-Contest] RE ARRL Contest Changes for 2017-2018 : Are some split operation considered as double CQ ?

You cited the ARRL rule:
"............maintaining two or more frequencies to 
solicit contacts on the same band and mode is prohibited........."

I think this means you cannot solicit contacts FROM more than one frequency per 
band at any
given time (time frame).  So taking answers on 2 frequencies should be OK 
because you are
"soliciting" on only one discrete frequency.

But ask the ARRL for a definitive answer.
