You cited the ARRL rule: "............maintaining two or more frequencies to solicit contacts on the same band and mode is prohibited........." I think this means you cannot solicit contacts FROM more than one frequency per band at any given time (time frame). So taking answers on 2 frequencies should be OK because you are "soliciting" on only one discrete frequency.
