How about the exchange would be,
serial number, and then the serial number of the previous contact.

Paul EI5DI is right about predictability: it's no fun to copy that.
A truly random four or five digit exchange would be a CW Op's delight. I
wouldn't even oppose six digits.
Q: Why do we like WAE CW so much?
A: QTC? QRV!
Use distance based scoring (to mute that Atlantic Basin Bias thing that pops up
here) i.s.o. multipliers and it would be a format hard to beat for the real CW
Contest lover.
Five or six bands, 24h.
Kinda like RAEM end December. Except that in that one the LON/LAT info is only
random for the first QSO.
The problem to introduce such a new contest today is:
A) To find an open slot on the jam packed contest calendar.
B ) To find a sponsor with enough leverage to make it work.
C) Get enough folks on the air to make it fun. If not, it's DOA.
