Top Ten band decoders were a great product. DX Engineering currently lists them as unavailable so it seems they are now discontinued. N3RD, the former owner of Top Ten Devices, was very helpful when I inquired how to switch my very old decoders from Yaesu to Elecraft. Perhaps he can help you with whatever issues you're having.
