Isn't that exactly what the "Classic Overlay" in the CQ contests is about?  I 
think that is a great solution to this real world situation.  Whether you are 
85 and need it or 50 and need/want it, it's a more achievable time period.

Sounds like the ARRL should look at doing the same maybe.
