I believe these values are in a 1 kHz bandwidth at 3 MHz..

The help files in ICEPAC & VOACAP give the levels for a 1 Hz bandwidth at 3
MHz. Adding 30 dB for a 1 kHz bandwidth gives the values above.

This is from the help file:

ManMade Noise indicates the man-made noise level at the receiver in -dBW
(decibels below 1 Watt) in a 1 Hertz bandwidth at 3 MHz.
 Default is -145 dBW.
 Range [1, 2, 3, 4, 100-200], where (from CCIR Report 258):

1 = 140.4 = industrial
 2 = 144.7 = residential
 3 = 150.0 = rural
 4 = 163.6 = remote un-populous.  Here, cosmic noise will usually dominate
over man-made noise
