Those old Mercury Vapor yard lights are terrible while starting up and there are still quite a few around. The ones I've heard usually last less than 5 minutes, but can wipe out just about everything around for most of that 5 minutes.

I've also heard a similar sound from a failing/flashing LED streetlamp,
although not as raspy.
