Your approach is right on. When I knock on the door I essentially tell the person the following and leave a written notice if they are uncooperative:

Official Notice of Interference

Hi,

I have traced electrical interference coming from your residence.It is interfering with my Federally licensedradio station.This violates Federal Communication Commission (FCC) rules.I am willing to work with you to fix this problem

Thank you.I hope to hear from you soon.

The response is usually positive. In fact one grower volunteered to introduce me to other growers in the neighborhood if it was necessary.

The noise could also be some problem with their electrical system which

If you suspect a near-by  light is being used for some kind of "illegal" 
growing operation, you might be able to use that as leverage, to your advantage. If the 
people with the lights are less than totally cooperative, tell them, or better still 
demonstrate with a portable radio, that the thing is radiating all over the neighbourhood 
and could well attract unwanted attention unless they clean it up immediately. You could 
offer them advice on how to do it or tell them where they could go to find out the 
information for themselves. Be friendly and let them know you don't care what they might 
be growing in the privacy of their own home, and that you aren't interested in reporting 
this to anyone further, on the condition that the interference goes away.

Maybe the story would spread by word of mouth amongst their  friends and 
associates, perhaps even over internet, and this would help alleviate this 
problem elsewhere as well.
