Ours is similar. The revolving door is between Government/regulatory agencies/politicians and industry Those regulatory agencies are governmental agencies. Unfortunately there is no waiting period between moving from one to the other,

Moving between companies at many levels can be difficult because contracts often state that if you leave your present employer you can not work for another in the same field until X number of years have passed. This is more for researchers and management. These agreements are not industry wide, but are becoming increasingly popular.
