The FCC can and does have teeth any time it chooses. It has issued fines again
and again in support of whatever agenda exists

What partisan politics reason would the FCC have for not taking action on
high-powered lighting controllers operating at 58 dB above the limits, handed
to them on a silver platter?

You missed the qualifier: IF they first remove the partisan
politics and crony capitalist bias & function as proper
servants of the people - then talk about money - otherwise
it's like feeding wild bears in a campground.

Meanwhile, as I noted, we have some other tools with which
to show them what's really important to us and to do some
of their job for them.
