There are 2 ways to handle the return of the noise...  Try to scare them
with the FCC card, or just buy them a new fixture or two (and be sure to
trade them the new fixtures for the old ones!)

Just a s a follow up to a noise from a house 1500' away from my yagi pointed
at the house only on 15 meters.  My utility did contact the owners and the
source turned out to be fluorescent strip T8 fixtures located in the garage.
They had been on 24/7 luckily they have not been on since.  I have not
contacted the owner as I didn't want to jinx anything but I will if the
noise returns.  Not sure how to cure the fixtures.
