To direstly answer the LED growing lights, find a company that is FCC
compliant and has proof of FCC as well as all the safety RoHS etc... Ask
about their return policy.
 After reading a thread from FCC about LED grow lights, I began to question
yard and street lights as well. I talked with the FCC regarding the "grow
LEDs" causing interference. That's a fuzzy situation is about the answer I
got. Clearly, I was told, if something is FCC certified, either a sticker,
pamphlet, other FCC paperwork is required by the FCC to accompany the
product. I think it's a lot of money to certify something and not display
proof, be ware!!  I tried a couple "FCC certified" LEDs only to find
problems with one manufacture stating "FCC" but no proof of FCC, and broken
electrical parts, or the product is not in compliant with FCC. They did
cause about a S-5, and S-3 QRN and that's not good for hearing weak
signals.
Look up *MORSEN* *Lighting*,* they are FCC certified*, and supply that
proof in the paperwork supplied with their products. They do cause slight
QRN but may be an S-1 or less I found. I hope this helps you and your wife
have fun with your hobbies at the same time. I am growing about 50 Rare
Hungarian Paprika Peppers, some two Habaneros and two Serrano peppers. I
grow bare root trees (Arbor Day Foundation), getting them ready for
outdoors...Golden Raintrees, Crape Mertyle bushes, Nanking Cherry bushes
(finally made Nanking Cherry Jelly and syrup), Bodark tree, Passion fruit,
(enclosed porch) Rubber plants, Ponytail Palm tree.
