One approach that I’ve used successfully with unfamiliar neighbors is to make a 
safety-related pitch. This is especially useful when you think the source is a 
lighting fixture or something like HVAC equipment. Tell them that the 
interference you detect could be caused by an electrical fault, possibly even 
involving an arc (you’re not lying... you haven’t actually investigated yet). 
Most folks understand the concept of a fire or electrical shock hazard, and now 
you’re offering to help them prevent a serious problem.
