[RTTY] RTTY under Windows ME

Thanks to all who responded to my earlier plea for help.  The very first
fellow to respond pegged the problem precisely, and gave me the cure.  This
is apparently well-known as the "your computer is too fast" (!) problem, and
moslow will cure it.  It does indeed...I've already formatted my binary and
sent it on to G3SWH.  Now he can answer QSLs, and I can play radio.
