[RTTY] UTC in announcements

Please, guys, put the UTC in your announcements of stations worked or
heard.  I know the headers contain it, but many programs display it in
terms of local time with the UTC offset and I don't always trust that
- depends on how your PC clock is set and maybe other factors too.
