Although one can be literal about the wording in the CQWW RTTY rules, it is
not required to send the exchange elements in any particular order. It is
easier for all participants if the same order is used by all. Note that the
Cabrillo format for CQWW RTTY has the state/area following the zone. All
that really matters is having the correct Cabrillo format and the logging
software should create that properly no matter how its entry window is
formatted.

specification web page. I don't know if the log checking can handle the
zone and state reversed ... I'll ask and let the reflector know.

I'll try and find out whether CQWW RTTY log checking can handle this order
or if it must be per the example above. What software are you using?
