The latest edition of the ARRL handbook has a balanced tuner with the
balun (1:1) on the input of the tuner. I think that this is the way
that most balanced tuners are being designed these days, see the
Palstar (http://www.palstarinc.com) as an example. I am not certain
about the Bliss Balanced Tuner (whose web site I have forgotten).
