Sounds like the same problem I posted after getting my
"new" VI+ from the factory last year. It was simply
the DC connector. I tried another plug and that
restored full power. I also had a couple other
symptoms from the same problem, like the brightness
setting of the S-meter lamps and display changing
while the radio was in used. All that cleared up at
once.
