Bill, My guess is that the change over relay is either defective because of a bad contact OR the armature has become magnetized that can happen over time. A possible cure for that is to reverse the polarity of the coil voltage. The relay is a Jennings RJ2A and if you need to replace it, I can point you to an excellent, very reasonable source.
