There really isn't anything exotic in the Scout modules. There are 2 
plug-in boards in the housing. One has the TX bandpass filter, all 
passive components, and the other has a crystal oscillator, low pass 
filter, and mixer for the band. They would be easy to duplicate, if it 
wouldn't violate a Ten Tec patent. The hard part would be fabricating a 
case to replace the plastic housing made by Ten Tec and doing the 
alignment of the BPF. That might require a sweep generator, but I bet 
something simpler could be rigged up.
