The minimum price would be for ExpressPCB's "standard service" which 
does _not_ include silk screen or solder resist, but gives you a 
perfectly usable board. Minimum quantity is 2 for $94 ($47 each); prices 
are then 4 for $116 ($29 each),  6 for $138 ($23 each) etc etc
