The WinKey, http://k1el.tripod.com/wkusb_smt.html, provides programmable delay 
and hang time on CW with its PTT output.
It will control 2 radios, if desired.  In addition, contesting programs can 
directly address the PTT function inside the WinKey for voice keyer use to 
avoid missing the beginning of a recorded voice message.
