Yes, and good contact cleaner does contain a silicon based lubricant.
I have 2 bottles being 1 dram each of DeOxit, one is blue, one is red.
They are used for different purposes.
One should never us a cleaner that removes the lubricant and the not
replace the lubricant.      That is why one should never use the spray
type lubricant.

There is a lubricant in the encoders, a silicone based material whose intent is
to both lubricate the contacting surfaces to prevent wear and to coat the parts
with a movable material to prevent oxidation.
Cleaning will remove this material. The encoders will work for a while but the
lubricant was put. There for good reasons.

The encoders are very simple stepped or segmented switches with a wiper much
like a carbon pot. They get dirty, just like a carbon pot, and need cleaning.
They are easy to clean which saves money and time.
