TopBand: Meanook Magnetometer Data

The Meanook magnetometer data is just in and shows low K-sums (2, 2, and 
3, respectively) for January 16, 17 and 24.  Add the usual 27 days for 
another solar rotation and hope that the solar wind is just as calm then, 
making for good Top Band propagation.
