Topband: Another Fishing buoy beacon???

Hello again,
        I was scanning the band, and just found another one at 1.835.1,
with the identical sequence of ID, with an ID of 3NBO.  It is also oriented
at 205 degrees from SW New Mexico but is not quite as strong, signal wise.
        I hoper they are not taking over the band.  73 de Milt, N5IA
