I would simply put up  the 60 feet vertically with the longest (symmetrical)
Tee top I can manage with the available supports.. Then I would measure the
resonant frequency and add inductance until it resonates at the frequency of
interest... And, 'voila', operate!...

To answer your (at least try) questions:  The Tee actually does radiate,
except the field from each half is out of phase and effectively cancels the
horizontal components... The Tee is likely to be a more effective DX
antenna... The L may be better for ragchewing and local work because of the
horizontal leakage...
The length of the vertical should be maximized in either the T or L
configuration and it does not make or break  the decision as to
configuration...
