Right, but doesn't Leeson say in his book that for horizontally polarized
antennas, ground conductivity is basically irrelevant, at least in the
Fresnel zone where pattern formation occurs? He says, I believe, that it
is the discontinuity between air and soil (of whatever quality) that does
the reflecting. Presumably the same goes for air and water, as the big
gains from being on the beach or over salt water seem to accrue mainly to
verticals.
That being said, there probably are some benefits from the standpoint of
near-field losses, especially with a low dipole.
